Local signs confused me.

Many of the bathrooms did not have toilet paper, and were in various stages of construction. Some had no seats. Others had no running water at the sinks. We were careful to always carry our own supplies just in case. This particular sign implied that no solid waste could be flushed, so what did you do if you had to go #2?
